Edit: For those that do not understand the Photoshop scratch disk:

Often in graphic work, the file size of the graphic grows extremely large. Many times the file size will grow to over 70, 80, 100 megabytes.... or larger. When this happens, Photoshop cannot perform its function solely using ram memory. Therefore, it uses hard disk drive storage as needed. This is where the scratch disk comes in. The scratch disk is the hard drive you assign to Photoshop to use as it needs to. When the scratch disk is drive C, your OS drive and the drive you generally install software on, the available free space shrinks, over time, to a point Photoshop does not have enough room to work. Hence, the 'scratch disk is full' error. There is nothing wrong with your PC.

If you have only one hard drive partition in your system, your only option is to delete unused photos/files/data and/or uninstall programs you no longer use.

If you have one hard drive partitioned as two logical drives, or a second physical hard drive, change the scratch disk to a different drive or partition.

You did not specify which Photoshop you are running. Here is how to change the scratch disk for Photoshop 7, and prior. Later versions are probably quite similar.

Open Photoshop and go to Edit > Preferences.

    Select Plugins & Scratch Disks.

In the 'Scratch Disks' drop down menus, change the 'First' drop down menu to a different drive letter.

You can also select additional drives for a total of up to 4 scratch disks.

    Click 'OK'.

Close and reopen Photoshop and the scratch disks will be updated.

try saving to a usb stick and see if that works. Don't close the program until you figure something out.
