Best answer: Roddy Piper. This guy is a WWE Hall Of Famer and Legendary Figure that deserves to be a World Champion. He can wrestle well, play babyface and heel great, also had great charisma and mic skills. The main reason he has never been a World Champion is because he was in the wrong time of WWE. He drew so much heat as a heel and one of the main reason that Hulk Hogan was a successful hero. Piper is Hogan s antagonist that make WWF Fans want Hogan to kick his @ss so badly. But, in those times, WWF Fans don t understand much that wrestling is kayfabe, that s why they truly support good guys and hate bad guys. That explains Vince McMahon decides to put World Title on Hogan's waist all the time, as the hero who always conquer the bad guys, including Piper. Had Piper in his prime or a bit past his prime wrestled during Attitude Era or post Attitude Eras of WWF/E, I m sure Piper would have been at least a ten time World Champion. Piper would have been in the same position such as Triple H/Edge (the main heels of Attitude Era/Ruthless Agression Era) of WWE due to his ability to draw heel heat.
Other than that, I would like to mention Ken Shamrock. Shamrock was a legit MMA fighter and an absolute beast, just like Brock Lesnar. The problem was Shamrock wrestled during Attitude Era where WWF Fans already fell in love with anti heroes who had great charisma such as Steve Austin and The Rock. WWF also had their perfect heels in Triple H. Had Shamrock wrestled in eras where WWE relied on great wrestling skills such as Ruthless Agression Era (where guys like Brock Lesnar, Chris Benoit, and Eddie Guerrero were World Champions) or relied on past stars like today (part timer Brock Lesnar as World Champion), I'm sure WWE would have put the belt on Shamrock. Shamrock is a World Title material, he could beat almost everyone in WWE roster in a real fight, almost as powerful as Brock Lesnar and had great MMA background. Such a shame he wrestled in the wrong period.
Honorable mentions : Mr. Perfect, Owen Hart, Shelton Benjamin, and Rikishi.
- Mr Perfect : from what I read, Perfect was a great wrestler and so charismatic. I also think so by watching tapes about him. But he was before my time.
- Owen Hart : it's just so bad that he's equally talented with his elder brother, Bret Hart but always living in the shadow of Bret. And WWF chooses Bret to be their guy and always discredit Owen especially after Bret left for WCW.
- Shelton Benjamin : he had great mat wrestling skill though lacks mic skill and charisma. But if guys like Chris Benoit and Bret Hart can be World Champions, Shelton also deserves so. I think the reason WWE doesn't give him a run is because he isn't good looking enough and racism.
- Rikishi : it seems funny, but WWE Fans truly love him with that StinkFace gimmick. Rikishi would have made a great babyface World Champ, who's loved everywhere. I'm sure WWE Fans would accept Rikishi as World Champ, because he was big and strong also charismatic. If Yokozuna and Mark Henry could be World Champs, so could Rikishi who is a bit better and more charismatic than both of them.
