If there is a steady current going in one direction, such as in a river, then the boat will usually float downstream of the anchor point.     In any case, if you want the boat to remain in one place without moving, then it's best to use more than one anchor. One in front and one to the rear will hold a boat fairly steady under most conditions.

Running downwind the wind is coming from behind the boat so the flag flies forwards. On a beat to windward the flag will fly backwards toward the lee stern quarter.
