You can make a windows 10 recovery USB from any working computer. Download windows 10 media creation tool from here

run the tool and insert a blank 8GB USB when prompted. This will create a bootable windows 10 USB installer and recovery tool
After that boot off the USB on the affected computer
Do not proceed with the install option,
choose repair my computer
