I think several states could be merged so that government will be more efficient. I suggest Vermont + New Hampshire, Rhode Island + Connecticut, Maryland + Delaware; Alabama + Mississippi; South Dakota + North Dakota; Montana + Idaho + Wyoming. Likewise, some of the larger states could be split into multiple states: California, Texas, and Florida could each be split into at least two states. Puerto Rico could be upgraded to a state, while Alaska would become a territory (like Guam or American Samoa). The Upper Peninsula of Michigan could be sold to Canada to reduce our national debt, or perhaps merged with Wisconsin, which is a more natural geographic alignment.

In my town, a suburb of a larger city, we are to put them in the gutter if our street has one, on the edge of the lawn if it doesn't. Or in paper bags. The town comes around and collects the leaves and puts them in what amounts to a huge compost pile.

Nevertheless, lots of people put them in the street, where they get really slick once they're good and wet. I've never heard of anybody getting a ticket for it either, just warnings.
