    It does not happen for personal travel which this is considered. If they are authorized to take leave during Christmas then they pay for any travel themselves. The military is 24/7/365 so they do not always get Christmas off anyway.

They will sell it for $1 and beat out all the other companies and get the contract. And the Military ends up with junk. On the other hand, they can not describe a hammer that only one company can match with an off the shelf hammer. So they design a hammer so they will not end up with junk. Of course they over design it (Like the F22 and F35) and instead of getting a standard off the shelf hammer, they get a custom made hammer that costs $500. Until the companies stop trying to screw the military the military is forced to write very detailed contracts which runs up the price. IMHO a bunch of P51 Mustangs with modern radar units and air to air missiles would be a lot better than one F22 costing $250,000,000
