    The starting positions are determined by lap times during the qualifying runs. Each car/driver/team gets some time to practice on the track before the race - usually a few days before the race. The teams that run the fastest laps get the best starting positions.

    The races are long enough that there is plenty of time for a driver to make up the difference if he starts in the back, and there are situations where someone starts in the back and wins the race. Teams that start at the front are much more likely to win, but not because of getting slight head start, they're the teams that ran the best qualifying times, which means they're probably the best teams with the fastest cars and best drivers.

    Even if you changed the process so that starting positions were selected by random draw or by a rotation throughout the season, you'd still see a correlation between teams that run fast qualifying times and teams that win races, because those are the fastest teams.
