unless you Absolutely Can't get one locally,

Reading the Manual for the panel should reveal all necessary information.
If you don't have a manual, google-search the brand and model of the panel to find one.

  • Can I make my own callsign in a chance radio ?

Best answer: Technically, you can use any "handle" you like,
provided it isn't the same as what someone else is using ---
not that it would do anything other than cause confusion and possibly personal conflict.

I would look up call signs in general --- worldwide --- to make sure what I wanted to use
wasn't a possible amateur radio call ANYWHERE.

This can be done with a simple google search,
or it can be entered on a site like qrz.com
    to see what comes up.

There are also "call signs" for shortwave listeners that may not be listed anywhere you can easily find them,
but though they are Not Required Anywhere they DO belong Exclusively to the people to whom they were issued.
This is done for the ease with which it allows listeners to receive QSL cards from broadcasters and radio amateurs.

Be considerate and sensitive about choosing your on-air identity, and things should go well for you.

    What EXACTLY is this device?

I found this in my kitchen and think my roommate put it there, before I assume anything I'd like to know what it is, with reference please! It could be a recording device or a fire alarm for all I know.

Ok, so... I have four different vape pen batteries by four different brands. I've charged all of them for over an hour apiece. When I hold down the button on any of them without a cartridge attached, it lights up and stays lit for as long as I have the button pressed down - i.e. it seems to be working fine. The moment I attach a cartridge to ANY of them and press the button, the light flashes like the battery is empty, and nothing comes out when I take a draw on the pen. I've tried three separate cartridges one each of my four batteries and ALL of them do the same thing. The light comes on and stays lit when I'm pressing the button so long as there is no cartridge attached, but then if I attach a cartridge and try to use it, the light just flashes like it's dead. How is this possible? How can four batteries by different manufacturers have the exact same bullshit malfunction? Am I doing something wrong? Am I CURSED? This is very, very aggravating...
