I was released after paying the traffic fine (speeding) and the warrant was lifted. But do I have a criminal record now?

I really do prefer information technology, but from what I understand is that there is very little opportunity because of jobs going to India and H1B visas. I've accepted the fact that I'd be laid off at some point during my career because of this. That's if I can even find an entry level position.
Accounting however, has a better outlook but will most likely pay less and seems a little dull.

Some measures that I would take would be:
Lower our country's corporate tax rate to one of the lowest in the world for keeping jobs in the U.S. but at the same time double the rate for shipping jobs overseas. And start to limit our labor unions, I know most have good intentions but I think the labor laws in place are good enough.

Okay here's the deal, One time experimental pot use when I was 14 (14 years ago). Is this automatic DQ for getting into Army ROTC? If accepted will it keep me from doing certain occupations like aviation & infantry after commission?

If I join the Army Reserves will I be shipped all across
the country or would get to stay near my hometown/locally and serve.
Reason I ask is because my fiance is almost finished with college & will
be starting her career soon and I don't want to burden her and our family with
a lot of moving.

I'll be 31 when I finish my bachelor's degree so I'm sure I'll need an age waiver for ROTC. But once in ROTC will age still be a factor in trying to get into aviation as a pilot? Or as long as it's before my 33rd birthday like the requirements for warrant officers?
What is the criteria for ranking members in your ROTC class/cadre when graduating? i.e. Like G.P.A. counts for 30% physical training 15% and so on. I'm really interested in joining and want to see if I'll be competitive enough to have some say in which branch I go to.

Do you think there are far more RN opportunities than ultrasound techs. My current major is pre-ultrasound, but I'm reconsidering because of poor job outlook. Republican views make the most sense to me and have more in common with. I'm pro gun, for less spending & lower taxes, very religious, pro-Life (this is a biggie to me). Yet at the same time I'm for amnesty. There are few Democratic policies that make sense. With that said I'm really leaning Republican.
However my dilemma here is... How was Bill Clinton able to run the country so well, yet President Bush's policies were complete disasters?
