Can Dark Smog be used during your opponent's turn?

I'm deciding whether or not I should buy Dark smog for my Dark World deck but I want to know if the effect can be used during your opponent's turn. Because it's a Trap Card and also Continuous I would think you can but it says, "Once per turn" So can you use it during your opponent's turn or only your own turn?

Trap Cards and their effects can be used during either player's turn.

#1. Once per turn, and during either player's turn are completley different.
#2. A continous trap cards spell speed does not allow it to be activated and resloved during either players turn.
#3. The speed of the trap card is faster than a continous magic card only when it is set.

#5. Royal oppression and dark smog are not similar because the text for royal oppression specifically states either player can negate a special summon implying that when a monster is special S. you can negate

#6. Konami (no offense) has to use the english vocabulary as we understand it if a card can be used during either players turn specify it.
#7. This makes no sense and is only an attempt to make darkworlds "GOOD" it's also like saying flush the toilet means-Brush your teeth. Lets be serious.

    Yes you can use it on your opponents turn.
