How do I activate Cubase LE5 from my ESI product?

Question

So, i bought The ESI KeyControl 49 XT. in the box there was a disc with 'Cubase LE5' on it.
it also said 'oem version' but i have no idea what that can possibly mean. when i inserted the disc, it opened the start center and installed Cubase, and ELicenser Control Center. when i opened cubase it asked for registration to continue. so i went here: https://www.steinberg.net/en/mysteinberg/my_steinberg_activation/mysteinberg_cubase_le_5.html and clicked permanent activation. i entered my code, selected ESI as manufacturer, but it said i had entered the wrong code. i tried this multiple times, updated ELCC but i didn't work. any tips/help?
