As the above says. Do laptops use banwidth and make others slower by just being connected and powered on?

i would have to say yes because computers have background programs that are always on and refreshing and doing stuff like constantly being connected to the internet for any updates that they can alert you to and stuff so yeah they can but not as much as playing an online game would -
