Can a landlord come in a measure for carpet before a person is moved out?

The landlord is not showing the apartment he is moving in it himself,but doesn't he have to wait until the apartment is empty before he does that or does he need to give notice before he comes over?My mother is wondering.

He has to give 24 hour notice. If he shows up she can refuse to let him in and insist he comes back tomorrow.

He can't just come over when she's not there and let himself in to measure for carpet. If he comes over when she's there and she lets him measure that is her choice (and that would be most polite of her).

He needs to give your mother advance notice of his intent to come into the premises. However, once such notice is tendered, he's allowed to enter whether or not she wants him to do so. It is HIS property and he can enter as desired, with proper notice.

He can come measure for carpet or do anything else that he wants to, but he must give you 24 hours notice. A once notice is given, you can not deny entry.

NO! He does not have to wait for you to move out to take measurements. He probably has to order it and wants it to be in by the time you move out. He DOES have to give you 24 hrs notice before coming over for any reason unless it is an emergency.
