No, not in CA, unless there are more then 4 unrelated persons living in the home. The only thing CA is aggressive about is the state income tax on the rent collected. The Franchise Tax Board makes the IRS look like pussy cats.

Varies by the zoning laws in your municipality. Many forbid more then 3 unrelated people residing in the same residence. This is to prevent Single Room Occupancies which are detrimental to home values. Fire codes also play into this as does your homeowners insurance. There have been recorded instances of fires where the insurance company did not pay out due to illegal occupancy by more then the homeowner. Just call the Building Code Enforcement Office in your town or county and request a copy of the zoning laws.
