What are the major concern in purchasing a flat at top floor in high rise 10+ floor building?

I am planning to purchase a flat at top most 12th floor. I have no other choice. I am concerned whether it would be safe to go such high level,
hotness in summer,
straircase during lift/generator breakdown,
will looking down from 12th floor be scary?

Additional Details

Yes, Building have 2 lifts plus one service lift with power backup for 24 hours. The only chance when is powerbackup is down and electricity is also not there

You will actually probably be cooler than in the lower floors because the air circulation is better. Your view should be pretty good as well. Yes, it will be a hassle to have to walk up 12 floors when the elevator breaks, but how often will that happen? Not too often, right? And does the building have more than 1 elevator?

    I live in highrise (15th floor), and I like it - you get an awesome feel of space and light and 'away-from-it-all' up high. Obviously, if you're afraid of heights then you might not enjoy it so much, but high-living isn't scary in itself. Nor is it 'unsafe' unless there are structural problems within the building: for this reason it's advisable to make sure that the structural engineer or surveyor who comes to inspect the property before you buy it is experienced in working with multi-storey buildings and knows what to look for that isn't common to regular houses and low-rise buildings.

    Yes, walking up several flights of stairs can be a pain when the lift is out of order, but as long as the building is well-maintained it shouldn't happen very often - and walking isn't the end of the world after all.
