First, you need to begin documenting the problems. Provide official notice of the problem to the landlord or their agent, and keep documentation and copies of this. Also, check your lease to see what they are responsible for repairing and what they are not.

Whatever you do, do not quit paying rent. This will be grounds for them to evict you and ruin your chances of getting another decent rental in the future.

See if your area has a local tenant's rights advisory group. They will know the local laws that govern this type of situation. In some places, if they don't fix something in a reasonable amount of time, you can notify them that you will pay for the repair and deduct that cost from your rent. In other places, you can create an escrow account and pay the rent to that; they will only get the back rent once they effect the repair.

But seek local help with this as the laws are different everywhere in this regard. Don't get yourself in trouble by taking inappropriate action.
