First step is lots of research. You have to research agencies that do international adoptions. You have to research the different countries that allow international adoption. You have to research the effects on a child of being adopted overseas and what you should be doing to address those issues. I especially recommend reading books by adoptees who were adopted internationally or transracially. Please pay attention to the ethical side of things. If you want a baby that needs a loving home and not a baby who was stolen from his or her family you can't just take the agency's word for it.
Your second step, after all your research, is to consider whether or not you still want to adopt internationally and whether or not you must have a baby. From what I understand people are waiting around a year to adopt a baby from Africa, which makes me think the orphanages are not overcrowded with babies. There are lots and lots of older children waiting in orphanages or in US foster care for homes.
