My brother mentally scared by a dog?

okay, so my brother hates dogs, I mean REALLY hates dogs, and I think I know why.
when we were younger, we had a cocker spaniel, and he was pretty well vicious, he was porly trained because my mom didn't know how, and we were too young to do it.
the thing is, the dog didn't bite him as much as he bit me, baily bit me all the time, maid me bleed allot too! but I still loved him, and all other dogs, but my brother, he hates them, I doesn't like go around beeting them or nothing, but he refuses to ever love a dog again, he looks at them as nothing more then a drain on the money supply, and of no value what so ever. he ignores, and despises our new dog (which I was old enough to train, and she is great)
this sucks, cause he used to love dogs, he tried his best to train our dog when my dad was away, but he had no luck. Baily respected and did as my dad said, but when my dad was gone, he was back to biting. and like I said, I bled allot because of him, but "I" the only one he ever REALLY bit, still love them, and wish I could have another shot at baily. that was almost 11 years ago, and my brother is 19, so two years older. whats going on? what can I do to help? why does he hate dogs and I don't?
even though Baily bit me all the time, I still loved him a bunch, I hated to see him go, the last day we had him, before he went to the rescue, he was so great, he was kind, gently, I petted him, and he even licked me and played with me, I don't get it, whats the deal?

You have to ask your brother if he wants to get help overcoming this fear?

If he says yes, here is an idea.

Call your local animal shelter. Ask them if they have a very sweet and friendly dog that your brother can take out for a walk around their building. Tell them he has a fear of dogs, and you want to see if he can handle a dog. (go with him as a support)
