A resource teacher teaches special education students who need instruction that is different from what general education is receiving. This could be because that student is working below grade level or because they are working on grade level but need supports that cannot be provided in the general education classroom. You would only see special education students in a resource classroom. An inclusion teacher would have both special education and general education students in their classroom. It is called "inclusion" because the special education students are being "included" in the general education curriculum with their peers who are not in special education. Usually in an inclusion classroom, there is a general education teacher and a special education teacher or aide providing instructional support. This link has several articles on teaching
