Want to know if my landlord is register private house.?

my landlord has her private house unregister .Where can i find out if it's register or not? I live in Westchester County.When i order a phone that was government property the party told me i couldn't order it.The name of the order wasn't matching with the name that was on the list which,is my landlord and it's suppose to be a 4 unit apt.
