CAN I APPLY FOR A NEW JOB WITHOUT AN NOC?

THE COMPANY I HAVE BEEN WORKING FOR HAS CLOSED IN JUNE. THE COMPANY DIDNT PAY MY DUES FROM JAN TO JUNE. SO I FILED A COMPLAINT ON MY PAYMENTS. BUT A TWIST HAPPEND, THOUGHT MOL IS HELPFUL BUT WENT WRONG. THE COMPANY'S SPONSOR SENT A LOCAL MAN (HE IS NOT THE PRO). DURING THE MEETING WITH THE LEGAL DVISOR OF THE MOL, THINGS TURNED UPSIDE DOWN. THE LEGAL ADVISOR TREATED ME AS A CULPRIT. SHE FOLLOWED WHAT HE LOCAL SAID AND THREATENED ME TO SIGN A LETTER. BEFORE SIGNING THE LEGAL ADVISOR (AFTER DISCUSSION WITH THE LOCAL) SCOULDS ME SAYING YOU RECEIVED ALL YOUR DUES. I OBJECTED AND TOLD HER HOW MUCH IS MY DUES AND WHAT IS THE COMPANY STATUS. SHE WAS NOT SERIOUS TO LISTEN TO ME. LATER SHE GIVES US A DATE (AFTER TAKING MY SIGNATURE - WHEN I WENT TO READ IT BEFORE SIGNING - SHE THREATENED IN LOUD VOICE TO ME SAYING U ARE SIGNING OR NOT). THEN SHE TELLS ME THAT YOU WILL RECEIVE YOUR DUES ON THE NEXT MEETING (I ASKED HER HOW MUCH OF MY DUES ARE YOU PAYING - NO ANSWER) SHE CONTD SAYING I WILL HANDOVER MY PASSPORT FOR CANCELATION AND AN AIR TICKET WILL BE PROVIDED (TAHT MEANS AFTER CANCELATION I WILL GET MY PASSPORT AT THE AIRPORT). I OBJECTED TELLING HER I DONT WANT AN AIRTICKET, I NEED AN NOC (INCL SAYING THE COMPANY IS CLOSED AND THEY SHOULD PROVIDE ME ONE). SHE SIAD THIS DEPENDS ON THE SPONSOR AND SAID TO GO. SO MY FIRENDS I WOULD LIKE TO KNOW WHAT CAN I DO IN SUCH SITUATION. LATER I CALLED UP THE MOL HELPLINE AND INFORMED THEM WHAT HAD HAPPENED, THYE TOLD ME THAT THE LEGAL ADVISOR HAD DONE THE RIGHT THING AND IT DEPENDS ON THE SPOSNOR ON THE NOC (BEFORE FILING A COMPLAINT - I WAS TOLD AN NOC HAS TO BE PROVIDED BY THE SPOSNOR AND HE CANNOT ABSCOND MY VISA ONCE A COMPLAINT HAS BEEN LODGED). I SPENT 21 YEARS IN THIS COUNTRY (WAS RAISED HERE). THOUGHT THAT DUBAI IS DIFFERENT, THOUGHT THEY ARE HELPFUL. PLEASE ADVICE ASAP BEC I AM REALLY OUT OF DAYS TO DECIDE WHAT TO DO. Thanks. but i have signed a 3 year contract on january 2009 which states my salary 3500 per month and also 25% commission. and from feb 2009 thye had stoped doing my payments. And the company is closed and its been over six months they havent renewed the trade license, do i still need an NOC to apply for a new job. And thye only sent us an email stating that the company is no more running - no termination letter nothing. Please help

Changing jobs without getting the 6 months work ban is possible under the following condition:

1.Expats who have completed a fixed term contract and have given proper notice of not renewing it.

2. Expats who have completed 1 year of an unlimited contract AND get a NOC from the current employer. It may be a requirement that the new job has the same job title as the old job.

In other words. if you work under an unlimited contract, you do need the NOC to change jobs without getting banned.
