I want to apply for PASSPORT?

i have got all the required proofs viz attested tenth,+2 marks list, driving license, voter id card, pan card and birth certificate
is it compulsory to provide RESIDENCE CERTIFICATE?
I have all the essential proofs except RESIDENCE CERTIFICATE
I wonder why the proofs i have are not sufficient?

    bcoz all the rpoof you have does not prove that you are currently residing on the premises mentioned on your all proofs. Thus a fresh proof is required always. Govt. is strict bcoz of terrorism in the country. Plz co-operate the Govt. in this case.
