Budgies that don't grow their long wing and tail feathers..?

These two particular budgies are a few months old, and still have little stubby wings and tails, and this has caused them not being able to fly. We have ones that are a fair bit younger and they have all their feathers that are strong and long. I have seen these two budgies with one or two tail feathers in at a time, but they soon disappear.
A mate of mine who knows a thing or two about budgies says that I might have something to do with the fact that they are pied, and there have been too many pieds breeding with other pieds.
Is this true, or is there another reason why these two budgies aren't growing their complete feathers?

Your mate does not know much about birds, Color has nothing to do with feather growth,there could be many reasons ,why your birds are like this ,1 Diet, do you feed Veg ,Fruit, Cuttle bone,etc.

Your birds could be tormented by Mites check their bodies for these and cage,this will cause them to pull out their feathers , they could be bullied by other birds who are pulling them out,

Last but not least there is a disease called French Moult which causes birds to loose their feather ,you would need to consult an Avian vet for this problem.

    it wouldnt have anything to do with them being pied, maybe they're pulling their feathers out or are being bullied by other budgies.

    As they should have there wing and tail feathers at about 10 weekish.
    they might be pulling out the feathers, there multiple desiese or infections that might make them pull out there feathers.
    because they are a few months old you might wanna take them to the vet. there feathers in those areas should have formed by now and something must be wrong to cause such a issue.
    you might want to take a look at there diet?
    make sure they dont eat sun flower seeds. somethimes when they eat these they might not eat the seeds just the outside of the seed and this can cause issues in there imune systems.
    the best solution i can give you is take them to a bird vet or a normal vet. bird vets usually have more idea about bird anatomy.
    sometimes these things can be caused my diet or infection, maybe even a bug in the cage. how often do you clean the cage or change the seed or water. sometimes there might be bugs in it or mold which causes a problem.
    it may also be a difformaty.
