Glynn Riley: a federal red-wolf biologist.

He's talking metaphorically: he admires wolves, and so believes that a mountain has added worth from the presence of one. Full quote:

He says a mountain with a wolf on it stands a little taller, and that a wolf represents everything a man wants to be: "He's free, he's a traveler, he's always on the move, he kills his food. He's worth 300 deer."

Edward Hoagland said it. Don't know what it means other than two equal-height things with something on one of 'em, is taller because of it.

I imagine it is because at a certain time, wolves were very feared creatures. So a mountain could live untouched with a wolf as its guardian.
