DVB is a group of "Standards" that make up Digital Video Broadcasting.
Receiving TV with a DVB based standard vs another format generally does not define the cost of what you receive. All pay providers pretty well sell their services at around the same price, and the receivers are usually rented or sold at subsidized prices so you do not know their actual price.
They might mean FTA satellite. There is no subscription, but you do not get the same sorts of channels, let alone the actual channels, a pay service offers. At least for legal DVB-FTA reception. There is pirated FTA, which is stealing one the pay services. We do not discuss such piracy here, on account of forum guidelines.
Maybe they mean DVB-T, which is the broadcast format mostly used around the world. America uses ATSC to serve the same purpose. You can get an antenna and a digital TV or converter box to watch free broadcast TV.
