How would one get a list of working public telephones, of whichever ownership, for an area?
I usually have a good mental list for my area, but when you go places outside of where you usually are in a city, it's hard to know. Also there are far fewer pay phones than 20 years ago, so it's harder to just run into one.
Payphones are not intended to receive incoming calls and their numbers are not published, so any list of payphone numbers would be impossible to verify. Most payphones are setup to not allow incoming service as the vendor would get no payment for the use of their asset.
