Moped/Motor Scooter Help; Purchasing.?

I am looking for the most fuel efficient, Highway legal Scooter with a large cargo capacity, but also a sleek design, such as this one:

I don't want a scooter that's shaped like those Suzuki or Yamaha Scooters That basically look like motorcycles.

I live in southern California and on a monthly basis, i have to travel through the Mojave desert, through Las Vegas, to Southern Utah; A straight drive up the I-15.

I enjoy the 30+MPG i get in my 4CYL Toyota Tacoma, And since i'm cheap as hell, i want something more fuel efficient. I care about the Earth, but i would not get a bicycle. I don't care about the earth THAT much. Haha..

I heard 150cc can handle highway speeds, but i have heard that a 200cc+ would be better. So Basically, something over 65MPH

Also, I'd like to find a new one under $3,000

Which one should i get?

    Cost restriction - maybe a 250 Honda Helix, lots of them made and sold US, 10 years old should still give you the speed you need at price you can afford. Tail trunk will give cargo capacity. Fuel efficiency will be good- not the highest like new models perhaps but purchase price of new models is over $3000.00 for highway capable models- as say a 400cc Burgman. New under $3000.00 may get you a chinese 'take a chance' large model or a 125cc reliable Japanese, Taiwan model but you need 150cc to be highway/interstate legal. Kymco 150 maybe??
