Will it delay application if I request to change embassies?
My mother is a US citizen.
My sister is a Canadian citizen living in Canada legally since 1985. She came up from Jamaica on an immigrant visa.
My mother submitted a visa application for my sister in 2004. My sister's case starts with KIN because she was born in Jamaica. There is a US Embassy/Consulate in Montreal that handles immigrant visas. I just wanted to know would it delay her visa application if she requested to have the visa interview take place in Montreal instead of Jamaica.

Yes, it will delay the process (assuming that the US embassy in Jamaica agrees to forward case to Canada).
I understand that you don't have a lawyer assisting you with this process, and you made some mistakes in the paperwork.

Best thing I can tell you is that.... Please talk to an immigration lawyer before you screw up something. I personally think that it is a bad idea to change embassies.
