What do I do next in Soul Silver, I have no idea?

Currently, i'm in the Kanto region. I've beaten every gym leader apart from Brock, Blaine, and Gary (1st, 7th, 8th). I tried surfing down to Seafoam Islands, but there's a barricade, and then I tried travelling through Diglet Tunnel to get to Pewter City, but there's a Snorlax in the way. How do I get rid of it? I remeber in Yellow, you needed the Pokeflute, but i'm not sure on where to find it in this game. Any ideas?

Memory from gold you have to go to radio tower in lavender talk to people there than go to power plant east of cerulean city talk to people there, east being the right of the screen, after that there's a team rocket grunt you have to find and beat for part I remember the part's in cerulean gym that you have to surf to get take the part back to the power plant and than go to radio tower again to get your radio upgraded change the station to pokeflute station, save if you're trying to get snorlax as he's only there once, and "talk" to him. This is out of pure memory from gold it could have been changed though.
