Abraham Lincoln first political career was to advance a state government project:

Lincoln began his political career in March 1832 at age 23 when he announced his candidacy for the Illinois General Assembly. He made the decision based on self-confidence; he felt himself equal to any man. He was esteemed by the residents of New Salem, but he didn't have an education, powerful friends, or money. The centerpiece of his platform was the undertaking of navigational improvements on the Sangamon River.

Abraham Lincoln believed that the government has a key role in propelling the economy, growth and prosperity in the country.
He started great projects that were very beneficial for the growth in the country.
Ronald Regan had the oxymoron idea that the government is the source of the problem. Such philosophy embraced by George W Bush ruined the country.
Only exception , RR was true when there was a Republican administration
