Who originally said this?

"What surprised me most about mankind during the Great War was not our ability to adapt to the new arena of conflict, but rather our willingness in victory to so quickly return to the old."

I know it was used in the series Red vs. Blue: Reconstruction, but I swear I think I've heard it used somewhere before. I think it was Winston Churchill, but my research hasn't delivered any proof of this. Anyone know for sure?
