although it really just depends on the area, i also noticed an incredibly small turnout this year for trick-or-treaters.
i attributed it to the N1H1 scare and the economic problems that keep people from spending too much money on candy and costumes.
i also think that parents would much rather have their kids celebrate during the day at school sponsored events or with churches, museums and zoos so that they can stay safe. not a lot of parents are happy taking their kids to strangers houses at night, but i'm sure this isn't just a recent thing.
as for the area that you live in, either there aren't a lot of kids there, or their parents did the smart thing and drove them to a rich neighborhood to get all the "good candy." i know i was thinking about doing that.
and though there weren't many kids out, there was certainly no shortage of drunk adults in half naked costumes (that's the guys, girls were about 80% naked) partying here in miami.

- Yes I heard about churches and other stuff in my area doing stuf for the kids so they wouldn't have to go out
