I wouldn't be surprised if India has tried harder than has been covered in the press. Generally only one city proceeds per continent makes it to the final round. (For the recently selected 2016 Summer Games, the final round consisted of Tokyo, Chicago, Madrid, and the winner, Rio.)
My point is if Delhi can't get past Beijing or Tokyo for the Asian bid, the Indians don't have anything to show for their efforts.
Which is not to say India can't. I had my doubts about Beijing, and it seems they went off pretty well. As mentioned earlier, Rio was selected for 2016, so there's no reason a developing / recently developed nation can't host them. The 1960 Rome Games restored Italy's image after WWII, as did the 1964 Tokyo Games for Japan and 1972 Munich Games for Germany. The 1968 Mexico City Games, 1988 Seoul Games, and 2008 Beijing Games were coming-of-age events for Mexico, South Korea, and China. For a nation with over 1 billion people and a rapidly industrializing economy, it might be the image makeover India needs.
India might not be pursuing the Olympics as aggressively as it could because of its huge costs. There's always a cost-benefit analysis made, and it might not be worth the billions to elevate their image. After all, it's not like more companies will offshore their tech operations because India hosted the Olympics.
