Is this a telemarketer calling or someone intending to make there number private?

So there is this person that calls EVERYDAY on "private" and its really annoying, they call usually around 12: 30 some days, 5:00 other days 6:00 and sometimes 8:00 and the wierd thing is, is that the phone will ring and then the answering machine will come on and then you hear the phone hang up.. or like talking in the background.

I never heard of a telemarketer literally waiting till the answering machine comes on and THEN hangup.. isnt it like controlled by machines or something and they drop the call once another person on another line answers?

so what do you think? its so wierd this all started since i saw this guy who i knew use to like me and he was just standing there staring at me and checking me out..

get on their DO NOT CALL REGISTER, look it up. it's run by the government, so once you are on that list (all sales people have to check that list before calling) if your on it (lasts for 5 years) salespeople cannot call you. if they continue to do so you may sue them. (many people have and won) if it's a stranger however they are excluded from the do not call lists as are charities and politicians.
get on it today.
you'll have to answer it if you intend to find out who keeps calling you. you can try to talk to someone at the phone company as to what your options are to stop this calling.
