I would say that the world's efforts to reduce nuclear arms are beneficial mainly to those nations with a tradition of violating thse treaties - Russia, primarily.

They provide real reductions in nuclear arms among the countries the Russians view as adversaries (the US, UK, and France) while allowing the Russians to violate the treaties in secret (as the Soviets did the Biological Weapons Convention) and gain an edge in any nuclear war or confrontation.

These treaties are useless for their stated purpose and should not be continued.
