So is that a question or answer u r looking for? coz way2sms is the eact site where we can send sms from Internet free of cost to any no. in India. Although i am not sure about sending it to Dubai.
Neither i'll try to click on the link u provided "codeplex.com" coz its harmful site.

Why would you use a desktop application? The internet is better. I use http://www.freesmstext.org.

Many more site offer free SMS. Among all I checked 1st 4, they are good & Working very well. If you like to send sms in Dubai then try 3rd site which support Dubai also., other all are mainly for Indian Telephone numbers
