I'd like to reach Leonard Cohen's current agent to ask permission to use some of his songs in a film script.?

Including songs in a film script is a no-no; it dates your screenplay and forces the studio to buy rights to songs.

No one will give you 'permission' to use songs in a screenplay. They will SELL you the rights to the songs for thousands and thousands of dollars.

If you are intent on using a specific song or lyrics or whatever, then the rule of thumb is: it's easier to ask forgiveness than permission. Use the songs and let the entity you sell the screenplay to purchase the rights.
