Can you operate a motor scooter on the street w/o a driver's liscense or permit?

only on residential streets right?

Generally any motorized vehicle needs to be registered to be legally driven on any public street. Generally you need a drivers' license to legally operate a motorized vehicle on any public street. I have never heard of any jurisdiction that legally exempts residential streets.

You *can* operate a motor scooter on the street w/o a driver's license or permit -- just don't get caught (which is less likely on residential streets.)
