Neither; he was explaining that his "power" was the power of understanding people who Do have abilities.

He doesn't have an ability, but he wasn't bluffing either. What he said was he has the "power" to understand people. Not a special ability like those possessed by the other main characters in Heroes, but one of those little things that makes each person different.
