Antagonist would be the government specifically the laws/programs that encourage reproduction control.

Title is related to female protagonist. It is her story.

Setting some indeterminate time in the future.

    The title is significant because it is a take off of the Canterburry Tales' titles (if you wikipedia it you can see that each one of the stories starts with______ Tale). The setting is also significant because it shows that the novel is a dystopia (opposite of a utopia), that they are in the States at the current time with radiation ruining Canada and Mexico, they are in clean area where they are not as effected by it and so can live their somewhat normal (for that world) lives.
