It was political but also about his personal experience (for instance, Kaddish is a beautiful poem about his mother's death). All poems incorporate personal details, including about his sexual life. I suppose his poetry can be read by anybody above 16, but of course it depends on the person's maturity.
His poetry can also be complex because of the numerous references to the culture and the political events of his time.
