At a CNG station do you refill tanks or replace them? How do amateurs deal safely w/ the high pressure?

I understand that compressed natural gas is kept at pressures well above 1000 pounds per square inch. When you make a connection, either to refill or to replace, how is this done safely? I've never seen anything but a photo of a CNG station. It happened to be a Shell station. The first question is, do you refill or replace the tanks?

Only a licensed attendant can refill CNG. The driver is not allowed to mess with this equipment for obvious reasons.
