That means "I always want the best". As children may want like that. And they are the simplest. Now combine.

Simplicity in taste is something that can be guessed and predicted by the others. for e.g. when you offer the sweet, bitter, sour and dry food to someone people usually select sweet one and call it best. These people have simple tastes they choose the so called best by majority of people. but there are some people who prefer for e.g. bitter food majority of people, who prefer sweet, never call their choice best. These people are said to have a complicated taste.
That is just my perception but God knows better what Oscar Wilde intended by this sentence! :)
I have complicated tasted I usually satisfied by my bests not the others!
