I need help making sense of this argument?

in "killing rage" by bell hooks she claims that ''All our silences in the face of racist assault are acts of complicity''

i have to reconstruct as clearly and as forcefully , her argument for this claim. im stuck this is all i have to do to finish please help

Premise !) We know what we are seeing is wrong when we see a wrong being committed.

Premise 2) In doing nothing we are silently giving our consent.

Premise 3) By giving consent we are complicit.

conclusion: In seeing a wrong being committed or knowing that a wrong is being committed and saying or doing nothing, we give silent consent for it's occurance and are therefore complicit.
