No employer would ask for money, especially for US$5,000. If they are hiring, they should pay for any processing fee. Last but not least, you have to get your work permit approved before you can get hired, and before you leave your home country. You don't want to travel to a foreign country to find out you are not allowed to work there. Scam for sure.

Partially sounds like a scam to me.
The salary equates to about 1300 SGD, which is a plausible figure for foreign chefs.

However I believe it will be difficult to guarantee the Permanent Residence status with a Work Permit.

Priorities of allocating PR status are normally given to Employment pass holders or individuals with high educational background or entrepeneurs.

If you receive an email without you even enquiring, it must be a scam for sure.

Your employer must get your 'Approval letter' before you leave India. If the agency ask you to travel on tourist visa then it is a real scam. You will be left stranded in Singapore without a work permit and must go back to your country upon expiry of your tourist visa.

RS45000 salary for a cook, with overtime is not impossible.
PR status for a cook is not possible.
Work permit expenses (medical, etc) cost less than S$200 only.

Placement fee US$5000 is not uncommon, even though the law prohibits employers from collecting fees, but this is rampant with the help of the placement agency.

If ever you work in Singapore, make sure you get your salary on time. Singaporean bosses are well known to hold their employees' salary for no valid reasons.

Looks like a scam to me.
US$5000? How are you ever going to save that much money working as a cook? Maybe 2 years?
