It means to me:
Be yourself, think and behave your intent.
In another words:
Do not retouch your image.

I really don't think it's geat, I've heard better.

It means to act crazy, if you feel like it. Not always a great idea.
The moon, and light from it has been connected to werewolves, or "lunatics", there is a belief that crime rates go up, when there is a full moon.

I don't know why Ginsberg felt people should become part of the lunacy of life, there's too much of that.

I like the saying, that I'm paraphrasing, not sure now who said it first, but it goes like this:

If you cannot be a sun, be a moon. If you cannot be a highway, be a road. Just be the best you can be.
