y > 3x + 2
2 > 3(4) + 2
2 > 12 + 2
2 > 14

y < -2x + 1
2 < -2(4) + 1
2 < -8 + 1
2 < -7

When you substitute the ordered pair back into the inequalities, neither come out as true. So the ordered pair is not a solution to the system. Only if both inequalities came out as true would the ordered pair be a solution.
