Chuck Norris hands down. It's simple to see because of two reasons;
#1) When people go to bed they look in their closets and under the bed for the Bogeyman. When the Bogeyman goes to bed he looks for Chuck Norris.
#2) Norris sold his soul to the devil to get his looks and skills. Then when the Devil wasn't looking Chuck roundhouse kicked him and took back his soul. The Devil was surprised and impressed that he should have seen it coming and now he and Chuck meet once a week for dinner and poker.

Freddy Kruger. He always "improvised" & came up with new creative ways to kill people. Jason just used a bloody knife, i got tired of hooks & chainsaws too.
