Victoria's Secret STORE return policy with THE RETURN EXCHANGE?

Question

I have made a number of returns in the last couple of months and have been warned 3 times, that I am close to Victoria's Secret return limit. On the back of the receipt, it states that VS allows up to SEVEN Receipted returns in a 90 day period. However, WITHOUT a receipt VS will accept up to $500 in returns/exchanges within a 90 day period.
I think this return policy is ridiculous, but nevertheless, due to many returns from different reciepts, I am near their "receipted" limit. However, I returned 2 items WITHOUT the receipt, yet I keep getting notices saying that I'm nearing my limit.. I am reaching my receipt return limit, but am no way near the NONreceipted limit. What is going on?

Additional Details

"The Return Exchange" is a company that VS uses to track the number of returns. They require that you have a drivers license on you, and then it is swipped through a machine and the history of returns is identified with your license.
