The belt is really an easy change out, although sears will charge you 20$ for the service call and 18$ for the belt... but... the belt itself from Sears, costs about 6-8$... It does sound like a belt since it's a 70... pull your dryer out from the wall enough so you can fit behind and you have fingertip to elbow room.
Take the back cover off (the 70 is a little tricky... but just remember how you took it off)
On the back side you'll see a motor to drum belt, which is more than likely the one you'll need replaced. If it's broken, yes, it's bad, but if you just want to check tension, take a six pack of beer, hold it on one finger, and see if the belt moving half an inch is more than the six pack felt.
If the belt is easy to move, take a flat head screwdriver and run it under the belt toward the small pulley, pulling the belt from the small pulley to the large with your hand. Eventually the screwdriver should catch and jump the belt.
To put the new belt on, put it over the larger pulley, and (with gloves on (leather)), use the palm of your hand to guide the new belt into the groove, until the belt is "fully seated".
Put the back cover back on.
That is how you change out a belt on a Kenmore 70 :D
